You may file a civil case to recover a money fine, penalty, or forfeiture in the federal district where it happened or where the person is found. If the case is about taking property, you can file where the property is located. If the property was seized outside any district, you may file in any district where the property is brought. If it involves a ship, you can file where the ship is arrested. If goods, cargo, a vessel, or a vehicle enter a port closed by the President, or come from a State the President has declared in insurrection, or belong to or carry people or goods to or from that State, the forfeiture case may be filed in any district into which the property is taken and where the case is started.
