When a civil case or appeal, including a petition to review an agency decision, is filed in a court that does not have power to hear it, the court must, if it is in the interest of justice, send the case to another court that could have taken it (or to the U.S. Tax Court for tax cases). The case then goes forward in the new court and keeps the original filing or notice date.
