Title 28 › Part V— PROCEDURE › Chapter 115— EVIDENCE; DOCUMENTARY › § 1743
If the Postmaster General or the Government Accountability Office certifies that they mailed a bill to a postmaster and the stated balance was not paid, that certificate counts as proof that payment was demanded. A copy of the mailed bill must be attached, and the certificate still counts even if credits or allowances are later made.
