Courts of appeals must make their rules and how they run available to the public and provide printed copies. The Judicial Conference sets the sale price for those copies under section 1913, but it may give free copies to members of the court’s bar and other interested people. Every court except the Supreme Court that can make its own rules under section 2071 must appoint an unpaid advisory committee to study the court’s practice and internal procedures. For courts of appeals, the committee also reviews the circuit judicial council’s rules. The committee makes recommendations. Members are unpaid, but the Director may pay travel and transportation under section 5703 of title 5.
