The United States must pay for injuries caused by its employees in the same way a private person would. It does not have to pay interest that builds up before a court decides the case, and it does not pay punitive damages. If a death happened and the local law allows only punitive awards, the United States must instead pay money to cover the financial losses of the people who sue. The United States and the Tennessee Valley Authority can use any defenses the employee could have used, including defenses based on judges' or lawmakers' immunity.
