Gives each judicial council and the Judicial Conference the power to make rules for handling cases under this chapter, including petitions for review. The rules must require that the judge under investigation gets written notice, may appear in person or with a lawyer, can present evidence, call and question witnesses, and make oral or written arguments, and that the complainant may appear if they can give important information. Rules can only be made or changed after public notice and comment, must be public, may be changed by the Judicial Conference, and cannot shorten the time allowed to file a complaint.
