The Attorney General, any other Justice Department officer, or an attorney the Attorney General appoints can handle any civil or criminal case the U.S. attorneys can handle when the Attorney General orders it. That includes grand jury work and proceedings before magistrate judges, and they may work in a district where they do not live. Attorneys hired this way get a commission as a special assistant or special attorney and must take the required oath. Foreign lawyers hired for special cases do not have to take the oath. The Attorney General sets their yearly pay.
