The Attorney General and the Solicitor General must handle and argue cases and appeals for the United States in the Supreme Court, the U.S. Court of Federal Claims, the U.S. Court of Appeals for the Federal Circuit, and the Court of International Trade, unless the Attorney General orders otherwise. When the Attorney General thinks it is best for the United States, the Attorney General may personally handle and argue any federal case where the United States is involved, or may direct the Solicitor General or any Department of Justice lawyer to do it.
