The Director must supervise the Center’s employees and carry out other tasks the Board gives. The Director can hire professional staff and set their pay without following most of the usual federal hiring and pay rules. No one hired this way can be paid more than the annual rate for level V of the Executive Schedule (5 U.S.C. 5316). If a retired federal worker is re‑hired, their pay is adjusted under 5 U.S.C. 8344. The Director can hire secretarial and clerical staff under the normal competitive hiring rules, but does not have to use the General Schedule classification and pay rules. The Director can also bring in personal services under 5 U.S.C. 3109 at rates up to the daily equivalent of the top General Schedule rate (5 U.S.C. 5332). The Director may pay necessary travel and other small expenses to run the Center.
