Congress finds multiemployer pension plans affect commerce between states and helped grow private pension coverage over the past three decades. They touch the financial security of millions of workers, retirees, and families. When employers leave a plan, the remaining employers often must pay much more, and this problem is worse when an industry is shrinking. Congress directs replacing the old termination insurance with a program that protects benefits when a plan becomes insolvent, focuses on keeping plans running, and controls costs. The goals are to support interstate commerce, encourage multiemployer plans, protect participants and beneficiaries, and make the guarantee program financially self-sufficient.
