The House committees on Education and Labor and on Ways and Means, and the Senate committees on Finance and on Labor and Public Welfare must study retirement plans run or funded by the U.S. government, any state (including D.C.), local governments, or their agencies. They must look at participation, vesting (when workers keep their benefits), funding, the rules that protect plan managers, and whether Federal laws or standards are needed. Each House committee must send its report and recommendations to the House, and each Senate committee must send its report and recommendations to the Senate, by December 31, 1976.
