Title 29 › CHAPTER 18 — EMPLOYEE RETIREMENT INCOME SECURITY PROGRAM › SUBCHAPTER II — JURISDICTION, ADMINISTRATION, ENFORCEMENT; JOINT PENSION TASK FORCE, ETC. › Subtitle B — Joint Pension, Profit-Sharing, and Employee Stock Ownership Plan Task Force; Studies › part 2 — other studies › § 1232
Requires the Secretary of Labor to do a full study, during the 2-year period beginning on September 2, 1974, about how to protect professional, scientific, technical, and related workers on Federal procurement, construction, or research contracts or grants from losing pension or retirement rights when jobs move or end because of contract changes. The Secretary must report the study to Congress within 2 years after September 2, 1974, may hire outside researchers, and must talk with professional groups, business and labor organizations, and heads of Federal agencies while studying and when making rules. If the Secretary finds it feasible, he must write regulations within 1 year after sending the report to Congress to provide those protections. Those regulations only take effect if the Secretary sends copies to both the House and the Senate by the deadline (not later than 3 years after September 2, 1974) and neither House adopts, by an affirmative vote of a majority of those present and voting, a resolution of disapproval during the 120-day period after delivery. Each House sends any disapproval resolution to its labor committee and follows special fast procedures for committee referral, discharge motions, limited debate, and no amendments. The 120-day period excludes certain long adjournments and some weekends when a House is not in session.
