Rules adopted under sections 1389 or 1391(c) after January 31, 1981 cannot make an employer liable for a withdrawal or partial withdrawal that occurred before adoption unless the employer agrees. Rules must be applied uniformly, may reflect employer creditworthiness, and plan sponsor must notify contributing employers and employee groups.
