Title 29 › Chapter 7— LABOR-MANAGEMENT RELATIONS › Subchapter III— CONCILIATION OF LABOR DISPUTES; NATIONAL EMERGENCIES › § 176
If the President thinks a threatened or real strike or lockout that affects a whole industry or a large part of it — and that industry is involved in interstate or international trade or in making goods for commerce — could threaten the nation's health or safety, he can appoint a board of inquiry. The board must investigate and give the President a written report by the deadline he sets. The report must state the facts and each party’s position but must not give recommendations. The President must send a copy to the Service and make the report available to the public.
