The Secretary can make agreements with federal and state agencies to use their buildings and services, to give them authority (but not the power to make rules) to help carry out this law, and to transfer or pay money to cover costs from those agreements. If a state agency is given authority, it must have a written state plan. The plan must say what work the agency will do, how it will do it, and what resources it will use. The plan must also convince the Secretary that the agency will follow the plan and will do the work at least as well as the Department of Labor.
