Defines key words used in this chapter. The "Helen Keller National Center for Youths and Adults who are Deaf‑Blind" means the Center and its affiliated network that operate under this chapter. An "individual who is deaf‑blind" is a person who either: has very poor vision (20/200 or worse in the better eye or a visual field 20 degrees or less, or a progressive loss) and very severe hearing loss (so most speech cannot be understood even with the best amplification) that together cause extreme trouble becoming independent, adjusting socially, or getting a job; cannot be measured for hearing and vision because of cognitive or behavioral limits but shows the same severe combined disabilities on functional tests; or meets other rules the Secretary sets. "Secretary" means the Secretary of Education.
