Create a Commission with 12 voting members and 4 nonvoting members. All must be appointed within 60 days after February 5, 1993. One Senator is named by the Senate Majority Leader and one Senator by the Senate Minority Leader. One House member is named by the Speaker and one by the House Minority Leader. The Speaker, the Senate Majority Leader, the House Minority Leader, and the Senate Minority Leader each pick two more members (8 total). Those eight must have expertise in family, temporary disability, and labor-management matters and must include employer representatives from large and small businesses. The nonvoting members are the Secretary of Health and Human Services, the Secretary of Labor, the Secretary of Commerce, and the Administrator of the Small Business Administration. If a seat becomes vacant, it is filled in the same way as the original appointment and the Commission can keep working. The members choose a chair and a vice chair from among themselves. Eight members are needed for a quorum for most business, but fewer can hold hearings.
