The Secretary may share data and information under section 3204 of title 39 in whatever formats the Secretary thinks are appropriate with public agencies, private groups, and the public. Subject to section 3207(b) of this title, the Secretary may collect or settle debts owed to the Secretary and use legal rights to enforce those debts until they are sent to the Attorney General for suit or collection. The Secretary may spend money for printing and binding and may pay rent or pay to repair, change, or improve rented buildings or space even without following other laws. Those rent or repair payments must only be made when needed to get an item, service, or facility that cannot be obtained otherwise (or not in the needed amount, quality, time, form, or conditions), and the Secretary must give written notice to the Administrator of General Services, with reasons, if the spending would affect something normally under GSA.
