The Act cannot take away the privacy rights parents and students have under section 1232g of title 20. It also cannot be used to create a national database of personally identifiable information about people getting services under subchapter I or under the changes made by title IV. That rule does not stop proper running or management of national programs under parts C and D of subchapter I, or program management activities that follow subchapter I or the changes made by title IV.
