Requires people and groups who spend money from subchapter I, subchapter II, or the Wagner‑Peyser Act to follow the Buy American Act (sections 8301–8303 of federal law) when they buy things. Congress also says these recipients should try to buy only American-made equipment and products. Federal agencies must give a notice telling recipients about that preference. If a court or agency finally finds someone put a false “Made in America” label on a product, that person cannot get contracts or subcontracts paid from these funds. Debarment and suspension follow the rules in 48 CFR 9.400–9.409 as of August 7, 1998, or any later replacement.
