The federal government must protect workers’ rights to form unions, pick their own representatives, bargain together, and act together for mutual help. It says relations between employers, unions, and workers affect the nation’s commerce, so those groups and their leaders must act responsibly and honestly. Congress found examples of corruption and betrayals of workers’ rights. It made this law to stop improper practices by unions, employers, and labor consultants because such behavior can hurt commerce by slowing or unsafe operation of trade and transportation, stopping the flow of goods, changing prices, or cutting jobs and pay enough to disrupt markets.
