Gives the Secretary the power to make, change, or cancel rules about what reports must be filed and how they are published, including reports about trusts that involve a labor organization. The Secretary must create simpler report forms for unions or employers when full reports would be too hard because of their size, but can take away the simpler form after investigation and after giving notice and a chance for a hearing if doing so better serves the law's goals.
