The Secretary of Labor must study what causes people to be forced into retirement and send findings and any law changes to the President and Congress. The study must look at the impact of raising the upper age limit to 70, whether the age limit could be removed or raised above 70, and how exemptions for certain executives and tenured teachers affect involuntary retirement. The Secretary can do the study directly or hire others. An interim report must go to the President and Congress by January 1, 1981, and the final report by January 1, 1982.
