On February 22, 1984, the National Council on the Handicapped became an independent federal agency. It must not be part of the Department of Education or any other federal department. All Council duties that the Secretary of Education had the day before February 22, 1984 moved to the Council’s Chairman. The Chairman keeps doing the same work he did before that date, including duties under the Rehabilitation Act of 1973 and any other law. Any law or rule that mentions the Department of Education or its Secretary about Council matters should be read as meaning the National Council on the Handicapped or its Chairman.
