The Secretary may give technical help, either directly or by contract, to people who run community rehabilitation programs. With the Access Board’s agreement, the Secretary can also give that help to any public or nonprofit agency, institution, or organization. Experts or consultants hired under these contracts may be paid at rates the Secretary sets, but not more per day than the daily equivalent of the Level 4 Senior Executive Service pay under section 5382 of title 5. While away from home they may get travel pay and per diem as allowed by section 5703 of title 5. With the Access Board and the President agreeing, the Secretary may also give financial help, directly or by contract, to public or nonprofit groups to remove architectural, transportation, and communication barriers. No money can be given under this rule until a study showing the need has been done and submitted under section 792(i)(1). Funds may be appropriated as needed to carry out these actions.
