Creates an Independent Living Administration inside the Administration for Community Living at the Department of Health and Human Services. A Director picked by the Secretary must lead it and have strong knowledge of independent living services. The Director reports directly to the Administrator of the Administration for Community Living. The Secretary must provide enough resources, including at least one lawyer from the Office of General Counsel who knows these services, so the Administration can support and oversee the programs funded under this part.
