Each year, starting with fiscal year 2015, the Administrator must set aside between 1.8% and 2% of the program’s funds to give training and technical help to Statewide Independent Living Councils. The Administrator must survey those councils about their training needs to decide funding priorities. Groups that want a grant or contract must apply as instructed, describe the training they will provide, and their applications will be peer‑reviewed by panels that include non‑government people with council experience.
