Pay each State the federal portion of the costs it ran up under its state plan approved under section 796d–1 for that fiscal year. Payments can be made in advance or as reimbursements, adjusted for prior overpayments or underpayments, and paid in installments or under conditions the Administrator decides. The federal part equals 90% of those costs. The State must pay the rest. That nonfederal share can be cash or things of value, fairly priced, such as buildings, equipment, or services.
