Decides which colleges or universities can be part of the mining and mineral resources research program. To qualify, a school must have a strong graduate program in mining or closely related fields with a record of success, show the school supports the program, show it has or can get significant help from industry, and have an engineering program in mining or mineral extraction that is ABET‑accredited or can show equal capability as the Committee finds. Schools already found eligible on October 12, 1988 stay eligible but must be reviewed at least once under the same rules. The review results had to be submitted by January 15, 1992. Mineral technology centers set up by the Secretary must be made up of eligible institutes, and existing centers also needed at least one review before January 15, 1992.
