The Secretary, or a State with an approved program, can do whatever is needed to carry out and run the program, including making rules and regulations. They can work together with other federal or state agencies on projects under this law. They can ask the Attorney General to go to court to stop anyone who blocks access or work. They can build and run plants to treat water pollution from mine drainage, including large intercepting pipes and related facilities, but any treatment must meet at least the standards of the Federal Water Pollution Control Act and that Act is not changed. The Secretary may also transfer money to other federal agencies to do reclamation work.
