The Secretary can give yearly grants to any State to help it create, run, and enforce State programs under this chapter. Grants can pay up to 80 percent of costs in the first year, 60 percent in the second year, and 50 percent each year after. If a State chooses under section 1273(d) to regulate surface coal mining on Federal lands, the Secretary may increase the grant by an amount roughly equal to what the Federal Government would have spent. The Secretary can also provide technical help and training, supply needed materials, and help States keep an ongoing inventory of information about surface coal mining and reclamation. Federal agencies must share relevant data to support this work.
