Title 30 › Chapter 25— SURFACE MINING CONTROL AND RECLAMATION › Subchapter VIII— UNIVERSITY COAL RESEARCH LABORATORIES › § 1312
The Secretary of Energy may give grants to any college or university named under section 1311 to pay the federal portion of the cost to set up, build if needed, and run a coal laboratory. Each designated school must apply. The application must describe the lab program, including the purposes in section 1311(d); promise to pay the rest of the costs from non-Federal money; show financial controls and accounting; agree to file an annual report describing activities and judging their success and to keep records for review; and have policies that make sure federal money adds to, and does not replace, funds for the activities in subsections (d)(1), (2), and (3) of section 1311.
