Limits federal payments to colleges and universities for coal research labs. No school can get more than $4,000,000 for building the lab (including fixed equipment put in at the start), $1,500,000 for movable equipment put in at the start, and $500,000 for new program startup costs. It also cannot receive more than $1,500,000 per year from the federal government for operating expenses.
