Title 30 › Chapter 26— DEEP SEABED HARD MINERAL RESOURCES › Subchapter I— REGULATION OF EXPLORATION AND COMMERCIAL RECOVERY BY UNITED STATES CITIZENS › § 1417
Exploration licenses last 10 years. If the holder complied and asks, the Administrator must renew them in steps of up to 5 years. Commercial recovery permits run 20 years and continue only while hard minerals are recovered yearly in commercial amounts. If no commercial recovery by year 10 the permit ends unless the Administrator, for good cause (e.g., force majeure, bad economy, major repairs or construction delays), extends it but not past year 20.
