Authorized, identified representatives of the Secretary can stop and check vehicles on Federal or Indian oil lease sites when they have good reason to believe the vehicle is carrying oil from those leases or oil assigned to them, to make sure the driver has the required paperwork. Off the lease site, law enforcement — either with a Secretary representative or alone — can do the same with good reason. Those representatives may enter, cross, and inspect lease sites without advance notice and must be given immediate access to secured areas to check compliance. The Secretary must set rules about what inspections cover and how often they happen, and has the same right to enter or cross a lease site that the leaseholder or operator has.
