Title 30 › CHAPTER 29 — OIL AND GAS ROYALTY MANAGEMENT › SUBCHAPTER III — GENERAL PROVISIONS › § 1758
Starting in fiscal year 2006 and after, the Minerals Management Service (MMS) may use part of the money from selling oil or gas it takes as royalty-in-kind, or from moving oil to the Strategic Petroleum Reserve, to pay certain program costs. Those costs include moving the oil or gas to wholesale market centers or upstream pooling points, processing or otherwise disposing of the oil or gas taken in kind, and reimbursing MMS for transportation, salaries, and other administrative costs directly tied to the royalty-in-kind program. The funds can be used without being limited by fiscal-year spending rules.
