§1901 Definitions

Defines key words used in the chapter so people know how to read the rules. Contract means the same as a federal procurement contract under 31 U.S.C. 6303. Cooperative agreement and grant mean the same as the federal definitions in 31 U.S.C. 6305 and 6304. Eligible entity means a research or educational group formed under federal or state law, an individual U.S. citizen, or a state or regional agency. In-kind contribution means a noncash donation like property, equipment, supplies, or services that directly supports a specific project. Marine mineral resource covers things like sand, placers, phosphates, manganese nodules, cobalt crusts, metal sulfides, and other non‑oil, non‑fish, non‑marine mammal resources, with methane hydrate included only for certain parts of the chapter. Methane hydrate means methane trapped in ice‑like crystals in deep ocean or permafrost and other gas hydrates found with those deposits. Secretary means the Secretary of the Interior.
