Title 30 › Chapter 2— MINERAL LANDS AND REGULATIONS IN GENERAL › § 21a
Promote and support private businesses to develop stable, efficient domestic mining and mineral industries. The government wants orderly development and reclamation of minerals, plus research and recycling, so industry, national security, and the environment are served. It also wants better ways to handle mineral waste and restore mined land to reduce environmental harm. "Minerals" includes all minerals and mineral fuels such as oil, gas, coal, oil shale, and uranium. The Secretary of the Interior must carry out this policy when using authority under other laws.
