Allows permits or leases for potassium on public lands that also have coal or other minerals, as long as those other minerals are kept for the United States to handle under the proper laws. Potassium leases can let the lessee develop certain linked sodium, magnesium, aluminum, or calcium compounds (for example, chlorides, sulfates, carbonates, borates, silicates, nitrates) if that helps both sides and does not conflict with the sodium rules in subchapter VII. Valuable minerals found in fissure veins on those lands remain subject to the general mining laws even if potash is present.
