The Secretary of the Interior must have the U.S. Bureau of Mines test lignite coal and peat to see if they can be turned into fuels, chemicals (like ammonia and tar), solid fuel, gas for power, and other products. After the tests, the Secretary must sell or dispose of any equipment bought for the work under rules in title 40 and title 41 (with some listed exceptions) and must report the results to Congress.
