The Bureau of Mines, under the Secretary of the Interior, can study and test sub‑bituminous and lignite coal by itself or with people, state agencies, labs, and other groups. The work is to: develop a practical carbonization process to make an all‑purpose fuel, fertilizers, and other sellable byproducts; create efficient methods and equipment to burn lignite or its char; and find better ways to use that coal to make electric power.
