Materials must be sold to the highest responsible bidder after formal advertising and any public notice the Secretary finds appropriate. The Secretary can instead negotiate a sale if the timber is under 250,000 board-feet, if an urgent public works need won’t allow advertising, or if competitive bidding is impractical. Subsection (b) was repealed Oct. 19, 1980.
