Anyone who applies for the lands listed in section 86 must say in their application that it follows and is subject to the rules in sections 86 to 89. If they prove they fully followed the law and those sections, they get a patent (official title) to the land, but the patent keeps all coal deposits for the United States and gives the U.S. the right to prospect for, mine, and remove that coal.
