Summary
When a person's claim for benefits is denied, the Secretary must give them a written explanation of why it was denied. The Secretary must also provide a short summary of the hearing record or, if the person shows good cause, a copy of the hearing transcript.

Title 30, §944
Mineral Lands and Mining, Source: USLM XML via OLRC
Any individual whose claim for benefits under this subchapter is denied shall receive from the Secretary a written statement of the reasons for denial of such claim, and a summary of the administrative hearing record or, upon good cause shown, a copy of any transcript thereof.
