Every 5 years the Secretary of the Interior, through the Bureau of Mines Director, must prepare a five-year plan for health, safety, and mining technology research. The plan must set goals and guide research, and the Director must seek project ideas from industry, labor, academia, and other interested parties. Coal and other mine health work must also be done through the Director and must not duplicate Bureau or NIOSH research.
