The Secretary of Labor must set up a competitive grant program called the Brookwood-Sago Mine Safety Grants to pay for education and training. The goal is to help people spot, avoid, and stop unsafe conditions in and around mines. Only public or private nonprofit groups can apply, and they must send an application when and how the Secretary asks with the required information. Grant money can be used to create training programs or materials for miners and employers on safety topics the Mine Safety and Health Administration finds appropriate. Grants are awarded each year, with extra focus on small mines, new MSHA rules, high‑risk work, and hazards MSHA identifies. Priority is given to pilot or demonstration projects that could be used widely. At least 1 percent of the yearly funds must pay for evaluations. Money for the program is authorized each fiscal year as needed.
