Title 31 › SUBTITLE II — THE BUDGET PROCESS › CHAPTER 11 — THE BUDGET AND FISCAL, BUDGET, AND PROGRAM INFORMATION › § 1112
Require the Secretary of the Treasury and the Director of the Office of Management and Budget, working with the Comptroller General, to set up and keep standard computer systems and data for fiscal, budget, and program information that federal agencies must use and that, when possible, state and local governments can use too. The Comptroller General must also set up, maintain, and publish standard terms and categories for fiscal and program data (covering things like fiscal policy, receipts, spending, programs, projects, activities, and functions), may report to Congress and suggest laws, and must pay special attention to key congressional budget and tax committees and the Congressional Budget Office. Agencies must use those published standards when they give information to Congress. Heads of executive agencies, after talking with the President, must try to make budget and accounting categories consistent, match those categories to their organizational structure, and provide cost and performance information by organizational unit to support budget requests. The OMB Director, working with the Comptroller General, the Congressional Budget Office, and state and local representatives, must provide information that helps state and local governments see how federal aid affects their budgets. Agency: a U.S. department, agency, or instrumentality (not a mixed-ownership government corporation).
