Each agency deputy head must be the Chief Operating Officer. The Chief Operating Officer must improve how the agency is managed and how well it performs by using planning, measures, and regular reviews; help the agency head follow sections 1115–1122 and section 306 of title 5; lead management improvements inside the agency and across Government; and work with officials such as the Chief Financial Officer, Chief Human Capital Officer, Chief Acquisition Officer or Senior Procurement Executive, and Chief Information Officer.
