Federal and D.C. officers and employees must not spend or commit money that is more than their apportionment or more than the amount allowed by the rules under section 1514(a). If an executive agency worker or D.C. official breaks this rule, the agency head or the Mayor must immediately tell the President and Congress what happened and what was done, and send a copy of that report to the Comptroller General the same day.
