Allows leftover money set aside to pay for a job or activity to move with that job when the job is moved inside an executive agency or from one agency to another. The office that gets the job can only use the money for the same original purpose. For moves inside an agency, the agency head decides how much money moves, but the President must approve. For moves between agencies, the President decides. The moved money is placed in an existing or new account, combined with that account’s balance, and tracked as one sum.
